Action bar scrolling bind to page up & page down?

The way it works is if you are targeted ont he mob (Not the circle target but the full target with the 3 points in a tirangle) that is when it changes the actions bars. If its targeted but just circle, you cycle through your party list ( ^ and v) or all targets in your view (< and >)

I'm sure OP is aware of that (as am I) but it is pretty confusing and a bit frustrating. Would be nice to have some keys JUST for the purpose of scrolling up and down the action bar.
