Action bar scrolling bind to page up & page down?

With the ^ and v arrow keys on the keyboard and game pad being multipurpose, can scrolling between the #'s 1, 2, and 3 action bar be bound exclusively to the page up and down button? It's often annoying when targeting mode gets changed, or you start scrolling through the party list, change bars when you don't intend to etc...

The way it works is if you are targeted ont he mob (Not the circle target but the full target with the 3 points in a tirangle) that is when it changes the actions bars. If its targeted but just circle, you cycle through your party list ( ^ and v) or all targets in your view (< and >)

I'm sure OP is aware of that (as am I) but it is pretty confusing and a bit frustrating. Would be nice to have some keys JUST for the purpose of scrolling up and down the action bar.
