When I first used the roulette I had a blast of how useful this kind of system is. But now I see a lot of instances that are not instanced, and I find it dumb to not be able to roulete these instances. They say that these 8 man Raid have super different dificulties, so, make reward scale from the chosen instanced. Make it the same as the current MSQ roulette scale, the short (28 min~) one rewards you less than the long one (48 min~).

Create a group through the cross world party finder and make it as you want it. It can be synced as well as unsynced. There's no real stopping you from experiencing this content. I see groups forming for this stuff all the time. It's old content, but if you specifically say there's a bonus people will generally come running.

Mostly depends on the time of day. If they are logged in during what would be considered a data center's prime time, then there's a decent chance of it getting filled.

Either Coils gets included, and everyone gets frustrated at raids that are nearly impossible to pug. Or, Coils gets excluded, cuing complaints and frustrations from newer players that they can't get those raids cleared like all the rest.

Haven't seen any complaints from new players that Coils and savage modes aren't in Mentor roulette (which is there to help queues), so I think this is a non-issue. No reason to make it frustrating to everyone instead of frustrating to the potential few. When you make a roulette frustrating no one runs it and there is no point to even have it.
