Lower old FATE spawn times.

Been working on some of the old level 50 relic weapons and you need to do FATEs for the 9 books. Most of the FATEs are boss fates thus their spawn times are often 2+ hours. It would be nice if this was lower to be 1 hour max. The game has so much more that just sitting in one spot for 2+ hours is a real waste of time.

Please lower these FATE spawn times some.
