In the level 58 botanist temple levequest "Thank You for Smoke Screening (L)," the levequest description talks about gathering some kind of plants that can be dried to produce smoke for the Temple Knights to combat the dragons. However, the actual items you're gathering, Straight Switch and Supple Switch, have descriptions clearly stating you're collecting these for flogging purposes.

While I can't comment on how ethical corporal punishment in the military is, these two things don't seem to be part of the same levequest.
