    Easiest healer.

I got my Red Mage to 60, and figured I would give her a rest and try a healer for something different, and I'm wondering which would be easiest.

And since I'm on a server with the Road to 60 buff, would it be easier to just make a new character (I leveled my one just with the MSQ and Job quests to 50 in about three days)?

Unless you have aesthetic or roleplay needs, you might as well stick with the character you already have, so you don't have to unlock content and features multiple times. Leveling a healer won't take long anyway, as healer queues are much shorter than DD queues.

As for which job to play, WHM is the most direct. Its skillset is almost exclusively "heal damage" and "do damage". SCH and AST have buffs to manage. Neither is much "harder" per se, but the combat logic is a little more involved than WHM's "if (lowHP) { heal } else { attack }".

Considerations of simplicity aside, here are some leveling details that might also affect your decision. WHM will begin as a Lv1 CNJ, and will always be a healer. To play SCH, you must level ACN as a DD from 1 to 30 before you can be a healer. AST will unlock as a Lv30 immediately and doesn't have a base class.

    Healer types

White Mage is the "oh sh*t" healer. When someone takes damage you heal them. Scholar is the "no damage" healer. Stop damage before it happens then heal and damage that's still done. Astrologian is a "buff" healer. Boost your stats and heal any damage done. (I think on anstro)

Strongly agree WHM is the easiest and newbie friendly healer.

So I got my Conjurer to 30, got Cure II but I'm having trouble making a mouse-over macro for it. Can anyone help with this?

You have two options. One is to put "Multiple Word" action names inside quotes, with the exact capitalization and punctuation used in your action list.

    Code:
    /ac "Cure II" <mo>
    /micon "Cure II"
The other option, and the option I usually recommend because you're less likely to offend the game's picky code parser, is to use the autotranslator (start typing an action name and then press tab). Make sure you still press space between the autotranslate phrase and the <mo>

    Code:
    /ac (Cure II) <mo>
    /micon (Cure II)

I've tried those, but it never recognizes the spell (I even copy/pasted). I think it's something to do with the roman numerals since I managed to macro all of my other spells to mouse-over, just not Cure II (Or any spell with a roman numeral for that matter..)
