NPC Animation Glitch 2

I encountered the same issue as with Rosalind. I'm unsure wether this is a server or client side bug, and if it persists across multiple clients if encountered. It seems like the model never gets an animation state assigned and renders it in it's original form. Interaction made no difference to him.
