For playing MMOs for the past 15+ years I'd say there is little we, the customers can do.
SE have a STF but iirc (from XI days) its a small JP based team and obviously lacks communication from NA/EU GM's.

It's a SE internal problem, not for us to fix.
All we can do is report but little to use as most can attest. I.e seeing gathering/pvp bots weeks upon weeks without punishment.

I've been playing for about 13-14 years myself but I wasn't implying what we could do but rather what could be done in general.

I don't think a punishment needs to be dished out for the most part as it implies that they're just slapping a band-aid on them in general, other than what Canadane said which is it only would affect legit players.
