    Banning them works well enough for legit players trying to cheat.
    It's the RMT that you can't really seem to get rid of.

    RMT is a demand side problem. So long as players will buy gil, someone will find a way to provide supply. The only way to "fix" that is to either eliminate the demand, or create legitimate ways to fill it in game (which is what most other games ended up doing).
