Are the objectives listed in the tales book unique to each player or does every player have the same objectives every week?

They seem to come in batches. So some other players will have most or all of the same ones you do, others might only share a couple. I always seem to get 4 dungeons(of 6 options), 2 alliance raids(one of three CT, one of three SoM), 4 "easy" primals(of 11), 1 "hard" primal(of 5), 2 coils(of 13), 1 PvP instance, one alex(of 12), and the last one is either another alex or PotD(any floor). Considering the pool of options available, its inevitable that youll find some other players in the same boat. And further, on a few occasions ive handed in last weeks book immediately before picking up this weeks book(the books dont expire for 2 weeks). On checking the new book, sometimes it has the exact same duties as the one i just handed in - just with this weeks rewards on it. Other times its almost completely different.

Yup, youre right. Havent personally gotten that one recently, but ive seen it many times.
