When you do tournament fight arrangements, usually you start with X number of players.

So Omega says 89. This doesn't evenly divide, so lets' assume "omega" itself is the remainder whom we fight at the end.

That leaves 88 players, divided by 4 per game. Elsewhere in the game there was already a mention of there being other worlds, but for the sake framing this storyline, we're going to assume players didn't pay attention to both the Heavensward ending and the Warring Triad storylines.

So Deltascape was 4 bosses from FFV, Sigmascape was 4 bosses from FF6. So that means these two already won against others. (The developers probably did something like this)

FF1/2/3/4/5/6/7/8/9/X/XII 8 from each

FF1/2/3/4/5/6/7/8/9/X/XII 4 from each

FF1/4/5/6/8/X 4 from each

FF1/5/6/8 4 from each <-- we're here (making an assumption about who the other winning games are)

The last fight still ends up being WOL vs Omega. So it would only make sense for the three battles before it to be the "sole winner" of 3 other games, which could just as easily be the final boss of 7, 8 and 9. Objectively, they wouldn't use FF III again since it was used for all three parts of the Crystal Tower alliance raids. And FFXII's used for the current Stormblood alliance raid.

At any rate, we'd be jumping the gun to claim that FF7 or any other FF game is used. Like if SE wanted to tie in the next fight to FFXV, they could do that and get away with it.
