I just find double tapping the shoulder buttons to be really cumbersome and time consuming, and I mess it up all the time in battle. If I were you I'd try and get used to WXB. It gives you so much more room. Also, you can adjust which hotbars get cycled/are available when you have a weapon drawn vs sheathed. I used hotbar 2 for WXB and hotbar 3 I have misc things like limit break, potions/elixers, passage of arms and shield oath on paladin.
Basically when you press R1 it will only cycle through hptbar 1 and 3. Making them more easily accessible. I have all my menu commands in the expanded R2~L2 and L2~R2 hotbars on hotbar 8
Left to right and vice versa works really well though.
Flipping your DPS and aggro combos might be a good idea. Skills on the D-pad are harder to use while moving because your thumb has to leave the joystick, skills I use often I prefer on the face buttons. Aggro combos are kind of a one and done on DRK.
I edited my post, using expanded is fine because I don't use expanded for my skills, I'm only using 31 of 32 slots except sprint so if I moved sprint then I would be at 32/32 also I slot hardslash twice so really I got 31/32 so adding LB would be 32/32
Edit: the reason I slot hardslash twice on the WXB is so I don't have to double tap each combo. The only time I need to double tap is after using delirium, a defensive skill, or plunge.

I'm completely the other way around, I need to be able to see everything on my screen to be effective where all my main rotation stuff are on my xhb, more situation things are on my Dxhb and very niche things are on half my extended one (the other half has macros that take me to the 5-8 xhbs that have emotes/classes/Crafters/mounts) I found pressing r1 to switch between skills to be very clunky and have set it up so I never have to press it to switch around. I don't play Drk so idk how button bloated the class is, but I've yet to run into a class that requires me to pick between a skill or macro them together.
there is a setting to have the WXB always be displayed. I don't use it but it's an option.
I would suggest to macro those skills that are grey out from a certain condition if not met or an ability without buff with a weapon skill that you usually do between combo skills.
You should be able to fit everything on 2 full bars. I set my party macros on 1st XHB and use 2nd and 8th for job specific abilities. That's 32 slots for 25 DRK abilities + 5 Role skills, 2 slots left for LB and Potions (or whatever).
