Iaijutsu didn't need to be a cast time GCD, but doing so on a class that otherwise has nothing but instant on the move skills sets a certain tone and weight within it.

This is irrelevant when YoshiP decided that Foul wouldn't do that, and would be on the GCD despite having a separate casting condition from the other spells. Besides the point, our "rule breaking" already involves our bread and butter spell exceeding the GCD in terms of cast time. Not to mention, if YoshiP added Raise to Black Mage, you can expect Fire IV to go all the way down to 240 potency, Fire III to be 200 potency, Fire to be 150, and their counterparts in the Blizzard spell list to follow suit.

And before anyone says I'm over exaggerating, let me remind you all that for Fire/Blizzard and Fire III/Blizzard III, the potencies I used as examples were their original, pre-Heavensward potencies. They could easily revert all of our potencies down to such a low level just from Raise ALONE.
