I don't see the problem.
That's the last step to get the weapon.
Once you have every crystals you need to get your full set, and are lvl 20, this is the last thing you want to do in Eureka.

Honestly I'd rather see regular monsters drop an item that would be traded to a mark on the ground to pop the relevant notorious monster.
It annoys me tbh. I won't claim my annoyance is reasonable, and heaven knows I've done it my fair share of times, but man - between this, and the blind invites for being lvl 20 "You SHOULD be killing wraiths!!!! Come!!!!" - I just find it very irritating.
I wonder how many people realize Pazuzu was actually 1 of the 4 crystal-holding bosses in Final Fantasy Mystic Quest... Props to SE for calling upon a game I like but not many do because of how easy it is to beat! He is designed a bit differently in this game though...
Guildmaster of Power With Numbers (PWN) on Coeurl in Aether.
Pazuzu far predates FF:MQ; he is a Mesopotamian wind demon. It's rather likely that SE is drawing from actual mythology here for his appearance, which show him having 4 wings.
I honestly think people waste their time doing it. He usually pops in all instances at once. Your best bet is to use a website that shows you weather for Eureka and go in BEFORE his window, and ask if he is able to be spawned. 90% of the time it'll be "yes"
It's an annoying result of the way it's designed. When you only need one boss, it makes sense to try and get that boss rather than sit around somewhere that can't possibly get you anything.

It makes sense. Especially between 5-7pm EST when people get home from work and several fresh instances are popping up.
but 10% of the time it's "no". and staying in the current instance nets them absolutely nothing if they are Level 20, at the very least they refresh their own Eureka timer.
