Problems with executing actions in-game

hello,

since two days ago i'm having problems with using actions in battle.
when an action comes off cooldown and is pressed, the action is not executed by the game and instead the cooldown is reset 4 seconds back.
this happens almost every time when i try to use a cooldown or other action.
The same problem is with regular actions where it shows the button being pushed but it will not execute.

I'm playing on PC, windows 10. with an average ping of around 43 ms with a wired connection. and i'm not running any other programs besides ffxiv.

i have already:
-reinstalled the game
-reset the router
-rebooted the PC

If I'm understanding you correctly, after the cooldown is finished, you press the action again and nothing happens but the cooldown resets as if you have done the action, correct?

Did anything change or update on your PC that coincides with this?

What kind of input are you using (mouse and keyboard, controller, etc.)? Have you tried any other input and had the same results?

well when the action is pressed the cooldown isn't completely reset, the cooldown gets pulled back a few seconds. as an example when playing i press the button and the first few frames of the action are started but are then immediately stopped again. when this happens the cooldown does not reset the entire duration but is instead pushed back 4 to 6 seconds, and after that the cooldown can be pressed again and will execute successfully. with normal actions of the global cooldown it just resets the global cooldown and the action is not executed, when this happens mid combo the combo will be lost.
to me i looks like a server side issue, as if the server is not sure if the cooldown or action is ready or not

I have not updated windows, programs or other drivers in the last few weeks, for input i use a Dualshock 4 controller but i have tried using keyboard and mouse but the problem persists.

Based on that information, my first thought is that your have some sort of latency issue. When the cooldowns are "pushed back 4 to 6 seconds," it's likely that the cooldowns actually have 4 to 6 seconds remaining, but it's not updating on your side.

As a quick test, can you click on the wifi symbol in the top right corner and have a look at your download and upload rate?

do you mean the sending and recieving in game? if yes it's around sending: 30 and receiving: 850 when standing in Kugane

Yes, sending and receiving is what I meant. 30 seems a bit low but you are just standing there. Can you do the same thing in combat? Simply go to an area where you can reproduce the issue and then look at the sending/receiving numbers, then post them here.
