This is your best bet tbh, if you're finding it hard to get a group just leech off NM spawns until you've levelled to a point where you're more in-demand.

Also if you can't get invited, make your own party. Some high level people don't care about what party they join if they aren't specifically looking for a Pazuzu party.
That's what I do. I just mass-invite whoever's shouting. If they want to leave after, so be it, but by then I probably grabbed a couple of low levels, too, and we have enough bodies to work with. Being the lead also gives you protection from being kicked yourself - maybe it's because I run RDM or SMN exclusively in there so I didn't see it, but I have heard of cases where people were kicked whenever someone of a higher level or a healer shouted lfg. If you're the party lead, there's no danger of that happening to anyone.

Eureka as it is now is getting frustrating for me as I just haven't had much time to do anything with it. I devoted a few hours of time into it last night with a couple PF groups. Started the night basically as a fresh level 5. First group I was in had mostly lvl2-4 players, and spent a bunch of time on the beach killing mobs at basically that same level range, resulting in a pathetic 1-4 XP per kill. By the time they wanted to try the train, they were in territory several levels higher than us and we couldn't sneak over to them, so the party basically dissolved from there. Second PF group we were all basically the same level, but elected to do solely the NM train. After spending probably two hours of trying not to get slaughtered by high lvl mobs, doing miserable damage trying to contribute to killing mobs to spawn NMs, and not getting any xp from the regular mobs at all or anything else, I think we maybe got to help kill four NMs when they eventually did spawn. What I had to show at the end of my night for all this: I didn't level at all (got maybe 3/4 of the way to lv6, but not even that) and not a single Protean Crystal. And you could obviously forget loot too. It's miserable so far.

I usually invite one to two low level folks and then taxi them around with the rest of my fate train group. A little kindness goes a long way.

As others have suggested form a low level group. I was in the first day and was able to get up to 3 or 4 easily with mob groups before we learned about NM train efficiency. If you get to 5 or 6 you should start getting some invites to regular train groups. I've even started to see high levels with two player mounts carry low levels so they can avoid deaths while running and get to fates in time.
Even if I'm looking for a Pazuzu party I'll usually join up with whoever then split off when it is time to kill wraiths. I've seen a number of high level players do this. Once Pazuzu is killed I usually stick around to run with the NM train to finish off drops I haven't gotten yet.

Done as suggested and followed the train, getting into what groups I could. I am now level 14 and doing well.
I was ridiculed pre-level 5. The experience is an exercise in frustration dying every few hundred feet or every 30 seconds to a one-shot. This place clearly wasn't designed with this playstyle and it's a horrible playstyle, but with everyone taking this path of least resistance it really has become the only viable one.
So thanks, and anyone else who finds themselves in my situation starting eureka - until it's patched... follow the train...

I *really* hope that the hotfix at the end of this month does more than just lessen the amount of fireworks and confetti we get.
"We want bunny suits for guys!" -- OK! ✅
"We want Ishgard housing!" -- OK! ✅
"We want Viera!" -- OK! ✅
"We want Cloud's motorcycle!" -- OK! ✅
"We want Blue Mage!"-- OK! ✅
"We want the ability to earn past Feast rewards!" - HAHA no that's sacred.
