Windowed mode issue - low fps(no problems for years until yesterday)

1st thing i want to mention is that I have been playing windowed mode for years on this game, and yesterday I loaded the game up and the game ran choppy, showed 8fps on the in-game sys config menu.
I switched to full screen and the game ran fine, went back to windowed mode and it went back to being choppy(8fps again).

Odd thing is when I open the task manager and keep it open, windowed mode works as it should but showed 100% gpu usage.

I did a shutdown and restart of the PC, and still the same issue.

I tried a clean install of graphics drivers, it worked for the first time loading, but then after closing the game and reopening, it was back to the choppy 8fps in windowed mode.

I then took my PC and blew the dust out of it and re-seated the GPU.
Still low fps and choppy in windowed mode.

I then used DDU program to uninstall the graphics drivers and then reinstalled them from the Nvidia site.
It worked fine the first time I loaded the game, but upon closing and reopening it went back to being low fps and choppy in windowed mode.

I tried also resetting the bios settings to default, but still having the same issue.

I am unsure of what else I can try here. Like I said, I have been using windowed mode for years on this game, and all of a sudden yesterday it just started this issue with the low fps.

There were no windows updates or other updates that could have affected this either, I checked on that as well.

Windows 10
I7 4770K
Nvidia 1060 6gb
24gb RAM

Good morning and thank you for posting on the Final Fantasy XIV Technical Support Forums.

The game is only like this in windowed, correct? Does this same issue occur in borderless fullscreen? Does reducing some of the settings or resolution affect anything?

There is an option in the settings menu that will limit the frame rate when not focused. Make sure this was not accidentally selected at one point.

Hello, thanks for the reply.

Yes, it is like that in windowed mode and Borderless mode.
I have checked the frame rate limit option in the game, its been set to no limit, i tried each of the settings to limit the fps, but it did not help.

Reducing settings did not help at all either.

This is so perplexing as it will work if I have my task manager opened while running the game in windowed mode, but it also uses up 100% of my GPU that way, and this just started up yesterday after years of working great.

I also disabled all start up items, restarted pc and loaded the game up and its still having the issue in windowed and borderless modes.

Is there anything else to try?

As you can see in my original post, I have tried a few different things already.

Recent updated windows? 1703 & 1709 creators versions are fairly notorious for games issues..

Windows is on 1709, it was installed on January 26th though. It was working fine until March 19th.
There was no other updates for windows beyond that.
I even looked into the Windows 10 Game Mode, I went to that settings, but there is no option to turn it off, it just says that my pc is game mode ready but there is no switch to click to turn it on or off.

Thank you for the update caine0316.

One thing stuck out to me from your earlier post: "...it will work if I have my task manager open while running the game in windowed mode." What exactly do you mean by this? Does it work as it did before if you have the task manager open?

There are a few other things you can still try.

Switch to Directx 9 mode (if already in this mode, switch to 11).
Make sure that your anti-virus has the proper exception for Final Fantasy XIV.
Check the Program Settings in the Nvidia Control Panel and see if any settings are set to override the games settings.
