If you keep following them around eventually you'll locate the NM and get its fight, preferably in a somewhat random location within its own level range or lower. In this sense you have both the grind of killing the mobs, but also a navigation aspect to it that has players actually seek out the NM's and make progress toward it, not just smash a ton of mobs in one spot until the thing spawns. Here's where the better part comes in as additionally, players who actually contribute to spawning the NM (by killing the out of place mobs to find the NM Tracks) could receive small bonuses for each track they help find/spawn based on the damage they/their party did to the group of mobs. This would make AFKing until NM's spawn a less viable tactic you see :P
