It's because the original "concept" was to have your group stay in one place for ~1h while you grind mobs to then spawn the NM, which would give you ~20-60 protean crystals, and then have the NM pop, giving you ~3-5 anemos crystals.
Because in no way ever would they have foreseen the zerg trains. /s

Worshiped? I would not go that far, Eureka has some FFXI mechanics mixed in and is nice way to remember the good old days where common sense ruled and de leveling actually made players put attention. I think it's more of older players finally getting what they asked in terms of harder content and not expecting a shinny trophy without really trying.
Lvl 25 mobs give up to 5 Protean per kill you could probably get up to 500 per hour in a lvl 20 party only grinding those mobs killing 1 every 30 sec-
Well, the higher the chain when doing enemies, the better the drops. I thought it was weird too until I realized you could refine Protean from Anemos. But yes, drops for Protean are abysmal especially for low levels.
