So you can just do four in a row, get your 330 weapon, then Rabanastre once for the coin to upgrade it to 340.
360 weapon requires seven Sigma v4 runs and you can only get one per week, so it takes seven weeks.

Perhaps not, but personally I just like to have the best gear I can. Heck, I don't even play with other people outside of the occasional Level 70 roulette but I still gear up to the max. Gives me something to actually work for.
are you including the 24-man (Rabanastre) and Delta/Sigma Normals as "raid content"? Because those are almost universally accepted as casual content aka "non-raids", despite the technicalities of being 24-man and 8-man. Those 2 options are the THE options for non-Savage raiders to upgrade their gear, which is what I think you're asking for.
edit: I could be dead wrong on what most other people think, but when I see "non-raid" i think "non-Savage".

You can buy a creation weapon at ilv330 and augment it to 340. The next tomestone weapon is Mendacity at ilv360 that can eventually be upgraded to 370.
Then you don't really need the gear right now. SE always puts in alternative means later down the road but raiders, who actually need the gear, get first dibs at showing off their new look.
And they will, be patient.
There is no weekly lockout on creation. You can get as much 330 gear as you want. Only the weapon has the Early Model Tomestone.No weekly lockouts for Creation tomestones. If you already have your i330 gear & accessories & you can buy the Rowena Tokens...then why not use the tomestones to purchase the TWINE & the GLAZE to upgrade your gear & accessories; why not use the tomestones to purchase the EARLY MODEL TOMESTONE - for example, purchase it for 2000 Creation Tomestones.
And you can use Centurio to buy Mythic Clan Mark Logs to buy the twine & glaze if you don't want to run Raba for the coin.
And while Rabanastre is technically a "raid" as far as being labeled as such in the game, it's not a raid as far as the "raiding scene" is concerned.
All it is is just a 24 man dungeon with some difficulty added.
The latest Savage (or Ultimate) is where the raiding scene is considered to be.
And that option will exist in time.
But not anytime soon. If high-end gear could be obtainable immediately without raiding, that would kind of defeat its purpose and would devalue raiding. You'll get that option in time, but you have to wait.

The hardest thing about doing either O4 normal at this point is the queue time.
The reward structure is how it is currently to keep as much stuff relevant for as long as possible. I would agree that Rabanastre coins should be tradeable for the 330 weapon tomestone now (can already get the upgrade item using them).
Its ok. the relic stuff is coming. Your time can go to that if everything else is not interesting.
