Sure it's normal, for people who want to make themselves feel superior. Take the OP as an example.
"You know who you are!" Who are you trying to be, their mom?
Yes, Ms. Trunchbull, sir.

this wasnt aimed at them in specific
even doctor mog above pointed out the kind of crap we see every day
they were just 1 of MANY MANY examples of this
people dont want to take responsibility for their actions, they make a mistake, instead of live and learn, they whine and moan and demand everyone fix it for them
in the example of the repair one. he made a mistake, yes, he made his mistake, but instead of live and learn, he goes on a rampage trying to get his money back and even going out of his way to badmouth the person who wont give it back to him
the person who got the money is in no way shape or form obligated to help him fix a mistake that is not his to fix, he made a good profit, it was 100% legit in what he did
but society the way it is, the person must demand their money back, not because its the right thing to do, but because he feels it is not his responsibility to be at fault and held responsible for his mistake.
that is the problem at hand here, the "you know who you are" is tal;king about the people in general who do this, not just the 1 specific person we all know recently did it
