Maybe they are afraid that people will get bored with it but people still play stuff like PotD (maybe not the best example for long term). Make content fun with a bit of a carrot and people will play it. Make it not fun but put a huge short term carrot behind that and some will play it for a bit but it will die fast (Diadem 2.0).
Honestly for me they still have not found the best balance. On one hand they have content that is way too short lived thus people use it a bit (maybe one patch) and after that its kind death. And then you will have nearly impossible achievements like the tiger mount that will demotivate a big amount of people before they even started it. Where is the middle to that? Something fun to grind for but not years.
Edit: And on top of that they also release quite some of the content in beta state...I mean the glamour dresser needs to be changed to be good, perform was out and needed a big change in the next patch. Diadem was such a failure that they redid it again only to fail even faster..A lot of content should have gotten more parts like racing, Diadem, Palace of the death but are either now completely of the table or only will get an upgrade some where in the future.
So Eureka is truly now the first new update for the mass...the same mass of players that lost a dungeon in some patches while the minority got Ultimate and a new PVP mode..I have nothing against such additions but maybe you should introduce new stuff for the masses too otherwise you will lose people there and they might not just come back after a break either..
