It's way too obvious that Goblet is the district with the least appeal. Its not mutually exclusive between popularity and design. The design is the basis of popularity. While I have no problem with them keeping a "Goblet" motif, the issue is that goblets or chalices are usually lavish and extravagant. The housing district isn't (apart from the pool feature).

And desert paradises usually have palm trees which are not exclusive to just beach areas mind you. and they -can- have more greenery while still keeping a desert concept. A "Hanging Gardens of Babylon" concept is an easy example of a place in the desert, with greenery and architecture to show off as a nice place to live.The royal menagerie is a place everyone liked, it's in the middle of the desert but the architecture and design (including the flowers) made it appealing.

Designing a beach resort or a forest paradise is easy. Making the desert amazing is not that difficult, just look at the past of human history and you'll find plenty of "wonders".
