yes it does, and not very often. I've done very little/no testing, but I wouldn't be surprised +25 gives you like 2.5% or something like that.

Magic crit potency does boost healing crits. No idea how much +crit rate helps, though.

+42 crit potency increased a crit Cure from 672 to 721 hp in a mostly unscientific single-event comparison.

My base is 1250ish and the crit varies between 1650-1750. With +76 mag crit it adds something like 400 extra hp.
