This doesn't make any sense though. Adding new faces to the client won't change packet data size in any way, shape, or form.

I think Yoshi-P meant they couldn't add new categories of character creation options (like adding an option to choose AuRa horns or butt-sliders) without effecting packet data.
But like you said, adding new items to existing categories (including the Face category) shouldn't effect the packet data.
