You'll need to head out to Vesper Bay in Western Thanalan and speak to Swyrgeim. (Take an Orange Juice. You can get one from food vendors.) She'll have one quest for dyes and one quest for glamour plates. Once you do those, you'll have the basics to start making outfits from the gear you find. The glamour dresser will be in your inn room.

Glamouring gear is a complex topic as there are now two separate means with which to do so. The first is glamouring individual pieces with a glamour prism, a consumable item you can only get through crafting (and thus, purchasing on the Market Board if you lack the ability to craft them yourself). Before you can glamour though you need to unlock the quest to do so - formerly this was only available from level 50 from Revenant's Toll in Mor Dhona, however that requirement has since been changed in that you can gain that ability through a much earlier quest in a different location (according to this page, the quest is available now at level 15 from Swrgeim, the brightly attired roegadyn lady sitting on a bench next to Lolorito's statue in Vesper Bay who also has the quest to unlock gear dyeing, so if you haven't yet unlocked that either, get both quests.)
The second method is the newly added 'Glamour Dresser' system which after unlocking via the above quest, allows you to set an attire ensemble of gear as a glamour that you can equip instantly (this not only consumes glamour prisms but also the gear whose appearance you're using for glamour and cannot be undone, so be aware that you are not using an item you may want to keep as actual equipment! I only understand these basics of the glamour dresser system so unfortunately I can't give you much more info about it (I don't use it myself, I've stuck with the original glamour system), so someone else might be able to give you more info on this subject.
So there are two quests you want to do. The first is in Horizon(western thanalan, outside the scions place) - Color Your World. This unlocks the dying feature - as in, recolor some of your gear. You get the dye you want to use and then you can apply it to most gear. If you look at the icon for the gear and theres a little circle in the upper-right corner, its dyable. That circle is clear for non-dyed gear, and fills in with the color of whatever dye might be applied. Dying a piece of armor uses up one pot of the dye, but the gear preview window also has a dye preview button so you can see how something would look before going out and getting the dye you need. Theres a merchant in every major town that sells a selection of colors(each town has the same set), along with Terebinth which is used to remove dyes and give the gear its natural coloring back. Every dye color is available somewhere in game. The ARR beast tribes each have a handful of harder to get colors that they alone sell, there is a set of dyes that are crafted(any class can make them, level 30 recipes), and the "special" dyes(pure white, pastel purple, metallic gold etc) can be obtained from retainer quick ventures(more likely at higher levels). The "special" dyes are also available on the mog shop and at the feather exchange(one of the rewards for the recruit a friend program). And of course if youre in a hurry, all dyes can be bought and sold on the market board.
The second quest is in Revenants Toll(mor dhona - use the southwest exit from Coerthas Central Highlands if you havent been there yet) - A Self-Improving Man. That one unlocks the Glamour system. With it, you use crafted glamour prisms(you can buy them if you dont have at least 1 crafting class at level 30) to project the image you want onto the gear you wear. Rules for glamour are fairly simple. The projected item cant be higher level then the worn item, and the projected image has to be wearable by the class using the actual item. So no level 70 image on a level 50 armor, and no healer image on a tank armor. And finally, you need to have the item you are projecting(it gets bound to you as well). So if you want to be look like you have on a specific dungeons armor(even though you actually have something better), you have to earn that armor first. The glamouring process burns up the prism(theyre cheap to make though), and once youre done you can get rid of the projected armor if you dont want to hold on to it(though if you decide to re-apply that image to another piece of armor later you would have to re-earn it if you got rid of it - so most people keep the glamours they like the most in storage if they can).
Edit: Drat, beaten to the punch. And by people who remembered that they copied the quest from Mor Dhona to Horizon. Bad me. Editors note, i skipped the dresser explanation because im not yet sold on it personally, and understanding the basics first seemed like a good idea.

Ok great, one more question guys, is it possible to put my strife set and tantalus set that I received in the mail into my dresser? It isn't showing up like the other gear is, these must just be put in the bank after use?
So those sets can actually be stored in the armoire. Its an interactable furniture item that some FCs have, but anyone can access one from an Inn room. Only certain sets of gear can be stored in the armoire. The system is set so that anything that can go in the armoire cant go in the dresser. However, if you go to edit a glamour plate it has a menu option and you can switch from dresser items to armoire items. So those are still usable, just stored seperately. Otherwise, you could stash them on a retainer if you preferred.

I don't think I saw it mentioned, but if you can't craft prisms (or just don't feel like doing that) you should still also be able to purchase them with company seals from your GC. You will need to rank up a bit first though before they become available for purchase, but it's not too hard to do. They go for about 200 seals a pop.
