I like the 3 effects you proposed : RDM would have tremendous utility.
However I would see it another way :
- Long cooldowns (120 sec) on those skills
- duration 30 seconds and power decreasing like embolden (starting 15% and losing 3% every two ticks (6sec), btw I would also put embolden on that regime)
- The mana requirement becomes only threshold, not a cost anymore. Like your last skill you can only use it IF your mana is 40 / 40. So it would be a combination of both CD and mana threshold to be used. And you could use it 1 out of two times the mana conditions are met, kinda like manafication actually.
BUT, with these conditions of not spending the mana, you meet all three conditions quite quickly within each other. So I would also make a change so you can't all stack it, it becomes : one skill requires a difference in white mana equal or greater than 30 (yes, do something a little wrong on purpose but repaired after a GCD), one is the opposite, and one is equal mana levels at 40 / 40. So obviously the first two skills would be easier to use after a finisher, while the last one would be used before a manafication. Would help bards with foe in openers
I think RDM would then finally have the real utility (not only in prog) to justify having one of the lowest personnal DPS.
