Dwarves being a "beast tribe" for the purposes of beast tribe quests really has no bearing on lore whether the distinction is real or not. The dwarves are never referred to as a beast tribe by anyone within the story, and even the promotion for the dwarf quest release just used the heading "new tribe quests" without any mention of beasts at all.

To give you playable moogles they'd have to either retcon or call you a freak of nature mutation or do the race appearance with an entire new name that's not moogle.
I feel like Ivalice moogles could easily be explained. They could be a race that originated in the New World and only just recently came to Eorzea, and are very rare like all the other races that are rare in lore, which is pretty much every new race they've added since ARR (remember when Yugiri hid her face because of how rare Au Ra were?).You can't do moogles. As for their similarities to the already established moogles, they could be ancient ancestors, and it could be fun to have both races having some long-standing feud with dialogue like "How dare you compare me to that mole/bat!" "We are in no way related to those long-eared IMPOSTERS, we started saying kupo first! They just copied us!"
As for why they would look so similar to the Loporrits, it was said that Hydaelyn created the Loporrits, which means they were created AFTER the sundering. It wouldn't be a stretch to say Hydaelyn got the idea for Loporrits from the Ivalice moogle race that was born from the sundering.
The idea of them being an Allagan experiment, similar to how the Ixal used to be winged before we have our present day version, would be awesome.

The amount of work to create this race would result in both V and H being ignored for another 2 years.
A sensible compromise would be an ivalician moogle outfit that we can unlock.. it would suit Lalafells body type so it’s basically the same thing as having the race
