Scholar Skills "cannot use yet"!

I am leveling my scholar and when I reached lvl 63 in the middle of doing the quest "a safe place to hide" i realized that I don't have the skills lustrate lvl50, Indomitablity lvl52, Dissipation lvl60 and Excogitation lvl62 and I have error msg "cannot use yet".
I checked my gear all above 60, I did all the quest upto lvl 63 which I am in the middle no!
Please help me what I couldve done wrong :(

Did you do the job quests? Some skills you only get after doing them.

yes I was doing the quest in lvl 63 when the lustrate didn't work

Silly question, but did you run out of Aetherflow stacks and not notice? Sometimes when I have lots of stuff happening, I'll go to hit Lustrate or Indom and then realize I don't have stacks for them.

It's all good! If you look on your UI, you should have a job gauge that looks like this:



When the little gems are lit up, that means you have Aetherflow stacks. :3 You can have up to three stacks at a time, and skills like Lustrate, Indom, and Excog use 1 stack per usage. The skill Aetherflow can be used every 60 seconds to give you more stacks. :3
