I disagree with the DEL change, though. It'd be good, but I don't think it's in line with how 4.x DRK is suppose to work.
I think making Dark Arts better suited for Stormblood kit is the first step (just as OP recommends), that way the bonus MP of DEL can more fluidly & quickly convert into DPS - which is how this 4.x DRK is suppose to function.
If DEL provided a status effect, let it be 'for the remainder of BW/BP, DRK MP pool can exceed its cap.' In addition to DA consuming only on GCDs and DA having a faster and more responsive animation, let DA accumulate instead of overwrite (DRK can hold multiple DAs or build stacks of DA) so DRK can suck their MP dry quickly during those hyper-DEL windows. I think that was more the intended application of the current DEL, at least. The problem though is DA and MP exhaust is too rough around the edges to make that feature shine.

I wish for the return of shadow skin and scourge! I highly dislike the look of the new basic shield in rampart, its aesthetics is poor. I also miss the most beautiful ability, Scourge! Finally, I think blood price, blood weapon should both be usable in all stances and soul eater, per the name, should always generate a life gain!
Hopefully this sees some light of day.

My opinion? Drop Dark Arts entirely. It's boring to mash it over and over between skills. With it gone, there's more MP for you to use Unleash, Unmend, Abyssal Drain and Dark Passenger.
Black Blood should be introduced much earlier and Darkside should be more interesting; there's no reason NOT to have Darkside on, so I propose we introduce Black Blood as soon as you get Darkside and make it so that activating Darkside drains Black Blood, so it's something you have to resource manage. As long as you have Darkside active, your weaponskills, and Carve & Spit, carry the potency of their Dark Arts empowered versions. Make Delirium cost MP instead of Black Blood, make Quietus cost nothing but give it a short cooldown, and make Bloodspiller an alternate finisher for Syphon Strike instead of Souleater, make it a little more powerful than Souleater, but much stronger when in Darkside.
