If having alot of gil is the end goal of the game...perhaps.
Most (note there is NOT an actual definition on pay-to-win it varies per person) people find the definition is paying to gain a clear and unquestionable advantage in finishing a game or defeating other players (Battlefront is the biggest and grossest example of where things were specifically gated toward a pay-to-win theme aside from every mobile game on the planet)
I don't really see how gil would be, unless its to get the best crafted gear each time around... *shrugs* However that is venturing into off-topic territory. Perhaps you should make a topic on it.
