I didn't want to go into detail, but that's why I said of course it would have to be balanced. So it comes down to -and this is subjective- what do you find fun about playing your role? For me at the very least, it's going through my rotation to the best of my ability as a DPS. So in the case of DPS, perhaps restrict the skills to your DPS rotation. The same can be said for Tank, since they also have rotations for DPS. Healers are a little iffy, but you could also simply restrict it down to their DPS skills.

That was off the top of my head right now and I think that could possibly work as at least a first pass. Hope you get the general idea. If anything, the damage of certain skills can also be reduced if required, while level synced. Many things can be done to make lower levels more fun for higher level players, while still maintaining a good balance and not being too overpowered.
