I would definitely report that as a bug in the bug forums then as both in-game and out of game information supplied by SE states otherwise. Not true. I had 300 items in my home and about 10ish in my storage when I went to relocate and was unable to until I removed ten items for the exact 300. Only then was I allowed to relocate. So anyone relocating needs to make sure they've got enough room in their storage (inside and outside) for all their furnishings.
If his/her house was medium then this isnt a bug because medium house actually have a limit of 300 items for inside stuff and 30 for outside. For more info read my post on previous page.
From the 4.1 Patch Notes in the housing section about relocation:
Basically states that if you have 400 or less indoor furnishing (between placed items and items in storage) and 40 or less outdoor furnishings (between placed items and items in storage), then you should be able to relocate, as your storage will expand to 400 indoor furnishings and 40 outdoor furnishings. While the limit of storerooms is normally dependent on plot size, the limit for all plots will temporarily increase as follows to accommodate relocation:
Indoor Furnishings: 400 Items
Outdoor Furnishings: 40 Items
Provided that the numbers of furnishings is within these limits, the relocation can be completed even if they exceed the storage limits of the new location. The furnishings will be temporarily kept in the storeroom of the new plot. The furnishing storage limits when relocating are the same as the placement limits for a large estate hall. Therefore, if a player relocates immediately after patch 4.1 and does not use the storeroom prior to the relocation being completed, it is not possible to exceed the limits, regardless of the size of the estate hall.
