Do you know the items of each builds?Assuming WAR BiS compared against an i370 full tenacity build on a striking dummy, it's around 4500 dps for the BiS and 4150 dps for the tenacity build. So around an 8% dps loss on a dummy which would be even higher in a raid setting.
For the mitigation gain, there's 800 ten (2% mitigation) on the BiS and the full ten set has 1750 (6% mitigation).
So you'd end up trading 8% dps for a 4% mitigation increase. Odds are the 8% dps is going to end up being more useful than the extra 4% mitigation.
As an anecdotal side note; having cleared the first 3 savage fights, there weren't any points during prog where having extra mitigation from tenacity would have saved a tank death that proper cd management would not have.
Seems pretty unrealistic.
This was the war BiS I used, I didn't save the tenacity set since I just threw it together. The larger than normal dps gap is because I swapped out some str materia on the right side because the OP specifically mentioned dropping str.
I got the striking dummy numbers from this tank dps sim spreadsheet and I got the mitigation amounts from this stat interval spreadsheet.
