40+ recipes are terrible. For pure exp you're basically stuck with crowned cakes or stuffed cabbage. Leves are pretty much the easier way (for now).
do Mugwort Carps (Velodyna Carp, Table Salt, Mugwort), buy the fish from market and the rest are from NPCs
its the simplest 40+ recipe and cheapest, do 3000 of it for the acheivment, and it will take you to 44-46
or just wait the new patch they'll update CUL and ALC recipes, and release Grade 6 fishies (means simple recipe for for Lv50) ^_^
Where do you buy mugwart? I could not find it anywhere
One of the vendors in LL near the boat dock.

As HiPotion mentioned, do Mugwort Carp as it's the cheapest in this range; although correct me if I'm wrong, I thought it was a level 40 recipie, not a 41+ recipie, so you'll only need 1500 for the achievement.
I did mugwort carp until 39, then moved straight onto Orobon Stews and Aldgoat Steaks- both are not cheap and all except one of the ingredients in each can be brought from NPCs, while the livers and chunks are easily farmed around Ul'dah.
