Graphics stuck on high quality

My graphics appear to be stuck on high quality even though all of my settings are on the lowest possible settings. Is anyone else having this problem?

Can you explain what you mean by "My graphics appear to be stuck on high quality?" Do you mean that when you change the graphics settings they do not change in real time?

Is it possible to post a screenshot to show what you mean?

I don't have any screenshots of the previous graphics to compare with, but things seem to be more detailed than it should be on lowest graphics e.g. stars in the night sky, extra particles on items such as Ixion's horn that do not appear on the lowest quality. When changing graphics to the highest possible setting, these features remain the same. However when manually switching to the lowest possible settings in game, the some of the settings do not appear to change from the high quality settings.

When exactly did this start happening? Did anything change/update on your PC that coincides with this?

You can try to reinstall/update your graphics card drivers. If this does nothing, you can try a reinstallation of the game.

I have already reinstalled the game and updated all graphics drivers with no change in the problem. This seems to have started when my borderless windowed mode changed from 1600x900 to 1920x1080 on both DX11 and DX9.0c with no other changes/updates to my PC.

Same problem on both windowed and fullscreen.

Just to clarify what I think the moderator was getting at, there are several graphics settings changes that don't take effect until you restart the game. I.e. they don't happen in real-time. Are these enhanced effects still there after hitting apply and then restarting the game?

Yup, they are still there after multiple restarts of the game.

I wonder if you maybe have read only permission flagged on the settings file?
