Can't Unlock Jade Stoa Ex

I've completed the quest "An Auspicious Encounter" (shows up in my completed quests log). I completed the Jade Stoa Normal mode encounter (Normal Duty window shows a green check mark and Jade Stoa is greyed out), but when I go to the Wandering Minstrel in Kugane, there's no icon over his head to show that he's got a quest for me to unlock Jade Stoa Extreme. Googling the encounter, however, says he is the way to unlock it. So, I'm confused as to why I can't unlock Jade Stoa Ex, when I meet all conditions?

Stupid question possibly, but have you actually handed in the quest where you did the normal version? It's not enough to complete the duty, you have to actually hand the quest in too.
