Healer troll pulling raid boss against ToS?

Now i know anything can be reported, however my question is more about weather or not this was considered something that is worth reporting. I know most people don't waste time with minor things (if that is what this is), however i feel like if people do not ever get warned or told to stop doing something like this that they will just keep doing it and being disrespectful to others. I queued for Deltascape V4.0 as a tank. As soon as we all load in and the invisible wall comes down before anyone was ready or buffed, before me or the other tank was ready to pull (keep in mind this was right out of the gate before anyone was ready) the healer runs at the boss and pulls it, obviously on purpose. Apparently no one else in the party had an issue with it since i was the only one who told the healer not to do that and that it caused us to wipe. Now i'm sure there are people out there who have more of a "don't be so serious they were having a bit of fun" mindset, but to me i feel more like there are people who join a raid to get things done on a serious note and what that healer did was disrespectful and wrong. Please do not mistake this as a rant post i am just wondering what everyone else's view on this situation is. Any opinions and input would be greatly appreciated. Thank you.

Cause I guess if they did it twice, after being told not to, they could be reported? But I doubt SE will do anything about it.

Mmm, I guess you could request they ask they don't do it, but I doubt they'll listen sadly. All you can do is hope you don't run into them again. D:

But as long as "clearly" takes some assumptions and interpretations, there's no action that can be taken.

I feel it could fall under ToS 3.2: Disruption. Especially if they did it more than once.

Don't you sound fun at parties... If anything it was them forgetting they weren't a tank. I do it all the time whenever I don't tank.
