Yes, because there's definitely nothing suspicious and rule-circumventing at all about dozens of new FCs with one member only, some of who are not even level 50, owning houses. Nobody ever does anything suspect when it comes to housing, ever.

It did not circumvent the rules because the rules had to be satisfied (even if only temporary) in order to make the purchase in the first place. What happens after that is separate from house purchasing rules. There are no rules which ban being a single-man FC with ownership after the matter.
