Actually patch 4.21 did A LOT for housing just because over crowded servers wards got bought up within minutes doesn't mean other servers got the same thing. There are a ton of houses left on other servers over 100 mediums still left to be taken on my server for starters.
Workshops should be given to all players. Remove them from Free Companies and place them in the Grand Company Barracks where your Adventure Squad is located. Place a minimum rank requirement to unlock the Workshop, maybe 2nd Lt.
Get rid of the requirement to have 4 people partied and in the room. It serves no purpose when the people involved don't even have to be part of your FC.
Place Fuel Tanks in the GC Quartermaster list so you can buy them with Grand Company Seals. Keep the fuel tanks available for FCs to purchase with FC points, this gives FCs with spare points some advantage over individuals.
These changes impact the game in many positive ways.
1) gives all people access to airships and schematics if they want to play around with them.
2) gets rid of all the FC Workshop shells taking up housing. There is no need to keep all those houses for Workshops when Workshops are now located in your Grand Company Barracks.
3) with the GC rank requirement to unlock Workshops, all those level 1 mules currently running FC Workshops will become useless.
Keeping the Workshops in Apartments only moves these mules to Apartments which helps but then Apartments may end up in the same situation as houses.
As a result it gives more people something to do and things to make. I fail to see a down side. Have a like.
It's highly likely the mats will be worth much less in the market when you can access airships this way. I'm not against this proposal, just saying have realistic expectations.
I wouldn't go so far as to say to remove them from FCs. If anything, they could do workshops for single players via dumbed down. As in only 1 airship and 1 submarine per player.
The only way to completely remove FC Workshop farms is to remove Workshops from housing, this includes apartments.

I never liked the idea that Workshops were FC only and only for those FCs with houses. Everyone that is interested should have access to this part of the game.

If someone wants to level all their alts to a certain rank for their GC that's their choice. The main purpose of removing Workshops from FCs is so all players can açcess them and to eliminate players from using houses to create Workshop farms.
