I disagree balmung should NOT get special treatment if people want a house in a ward so badly they should transfer it really is that simple. As an example I will use your analogy. My point about apartments was that SE already said they were looking to apartment improvements and also that they could be more dynamic with when and how they added them. Thus, servers (not just Balmung) can get more apartments before more wards.
