Splitting is doable if they handle it correctly. Back in the day when I played Everquest they did a few server splits and during the later transfers they had people sign up to be moved with the incentive/loaded gun that if they hit a target number of transfers no one would be split against their will. They sent out emails to all the service accounts that had a character on the overpopulated server, released info about how many the server had vs how many needed to leave and gave it a time limit so that people could try to organize to move with friends. Of course usually in the end not enough people volunteered and the remainder were randomly chosen and forcibly moved, which would cause a huge drama explosion for a couple of weeks. But it did work.
