Yet it's not one they're going to change because they're using housing as an incentive to get players to move to the lower populations worlds. We've got so many open small and medium plots on Coeurl right now that someone could transfer and possibly get their dream plot if they weren't looking for a large (though we had a couple of larges relinquished this week - you never know).
Content is the same on all worlds short of player created events. Duty Finder is already matching players cross world so it's not like being on a high pop world is reducing queue times. You might have an easier time finding players for the more difficult notorious monster FATEs but that's about it when it comes to advantages.
You have to decide for yourself which is more important, having a house or being on a high pop world. Unless you're actively involved with your Free Company's events or a static, there's really little advantage to being on a high pop world.
Does your play style actually benefit from being on the high pop world or are you missing out?
I was finally able to get a house (after more then 3 years unable to) on Levi. I got up early in the morning before work. I was surprised not many people were around.
But i do agree that the system is bad and should still have instanced housing as an option
Instanced housing exists. It's called an apartment or Free Company room. Few people want it because the spaces are too small to change into something that feels like a home.
What SE needs to do is add size options to the instanced housing. Few of my friends care about gardening or the exterior of their houses. They do care about having interior spaces large enough to decorate effectively which is why they chose to buy a house. Create apartments 4-5 times the size of the current apartments (about the same size as 2 floors of a medium house) and they'd be happy to switch. Add on a greenhouse style patio area for the illusion of an outdoor space and there would be even more interested players.
Housing on Balmung is as good as done since patch release. Between making it extremely difficult to buy a house from another player and and there just being barely any plots left after the initial FC sale, if you were hoping for personal housing on the populated servers it's a pipe dream as of this point. If you're an RPer or plan on being with FFXIV long term, moving to a non-populated server is not a solution as those servers will eventually be merged anyway, on top of enjoying the benefits of large community that one obtains from being on a core server.

I am aware of that as i also have an apartment, i mean more along the lines of full size instanced housing like that of Eso or such.
This way most if not all players can actually have a home, not wait for more wards and cross your fingers you could get something.
Your suggestions i could also agree with, something needs to be done other then just add more wards
