Yeah, this bothers me too. A lot of the gear just has extra bits for mo reason. The striking and Scouting chests from T13 for example, the little floating plates on the chest. Why?!

It's partially a callback to how real armor was designed (there seems to be a strict adherence to historical inspirations among the dev team) and partially as an artistic shortcut for designing armor sets like the relic armors.
