2. Speak the Recompense Officer NPC and select Purchase Moonfire Faire Items II
3. Lady's Clogs is not available for purchase

I have the achievement "All's Faire in Love and War II" from completion of Moonfire Faire in 2015. However, it's not in the list of items to purchase again.

Perhaps the conditions for displaying Lady's Clogs in the list are too strict, and only check for "All's Faire in Love and War" from completion of the 2014 version of the event.
