Or relocate.FC homes cannot be "transferred" to personal ownership... nor the opposite.
If someone wants to go to the trouble of making an FC to get a home....then so be it....it takes a bit of effort and time.
Took mine roughly a week to get a house from formation. And a lot of farming. I'm sure others can report similar cases in less time.
But again - you can't just "flip a house" to personal ownership. You have to destroy it...before you can use the plot - which is subject to the RNG timer.
At least that's what I've read/understood.
They have to redesign relocation cause as of now it a a different way of purchase, this is why we could relocate personals on 4.2 but not buy new.

The underlying issue, IMO would be the lack of any real need for gil other then crafting/glamor or housing.
This leads to a massive amount of resources being collected by the few and dedicated... or willing to cheat.
Now, Housing was always something only the players lucky enough to login to the server during the massive influx to pickup a spot... prime spots went to the quick. Small housing being the exception as there are more of those types of plots and the most restrictive of the 3 types.
So, instead of addressing the issue of entire wards belonging to a very small minority they offer more wards... instead of restricting 1 plot to service account they restrict to each character...this is just another preparation factor.
FYI: I have owned a home since sub-wards were released, ran with everyone else to upgrade to a medium and am ok with it. Also helped farm mats, craft resources for an FC that eventually purchased 1/3 of a ward.
This was a couple years ago when that was a monumental time investment and needed many active participants, and was very much the exception. Now I see multiple wards purchased by individuals.
This would not be a problem if it were for investment or resale, but they are stagnate.
Either way our community chooses to play, just listing my experience and opinion.

If I had one thousand M&M's.. and my friends wanted some.. and I gave them.. say 5... and told them to be happy with that cause after all I was the first to buy all of the M&M's... I'm pretty sure my friends would stop being my friends.

This is no different than a person just keeping the FC house and not moving their private house there. Whether this dream plot remains a FC house or a private house makes no difference: the plot is still gone. The solo FC phenomenon is a consequence of a game system which discriminates.

If they are only your friends because they want you to give them stuff you are better off without them.
These people are selling the Free Company for RL money/gil rather than the house itself.
