Pretty sure the points are added, I don't think I would have the shirt unlocked if it was otherwise.
It takes the highest weekly score, that is why you are allowed to keep trying (up to another 3 times) after your first attempt. The first 'Spring' gear item, the Spring Shirt, is unlocked once you get a cumulative score of 301+. That extra one point being to ensure that you have to play at least four weeks before you can get the first glamour item.
So I guess all those people saying "You don't need to get 100" aren't entirely helpful if your goal is to unlock items from the boutique.
How is it not helpful? You aren't prevented from ever getting the items if you don't, worst case scenario is it takes you an extra couple of weeks to get everything and there's not so many rewards there that you'll never catch up or pull ahead even by doing the minimum amount. If your goal is to unlock all the items you'll unlock them regardless if you get 100 every week or not.
...as Culfinrandri pointed out: you need 301+ points, meaning: you cant achieve that with only 3 weeks of maximum points anyways and assuming this trend continues and the next item will be unlocked with a similar trend (a certain amount of weeks with an 80+ score being enough), you really dont need the 100 points each week.
We also know already that there are only two more items to unlock - pants and shoes - until/unless they add more. (A set for every season would be nice! And no, please no bathing suits for the summer...! Cute tanktop-kneelength-dresses for the girls and for once nice shorts for the guys!)
But yeah, either way: A score of 100 each week is by no means required to unlock (all) items in the boutique.

I want a dyeable one piece bathing suit with no frilly stuff or sashes or whatever. And/or a dyeable two piece bikini(again, no sashes, wraps, frilly dresses, etc)

Oh, I wouldnt mind a dyeable bathing suit (even though, we technically have those bathing suits with the frilly stuff that can be dyed) - wouldnt be putting that on my Roe, personally, but hey, more options!Speak for yourself! :P

The main reason I'd prefer to see some sort of summer-dresses added over more swimming gear is that it would be that... more swimming gear. On top of the estimated 500 bikini-versions we already got. I'd prefer to see something "new" and with a fresher design.
...dont understand why we dont have a dyeable bikini though, I'll give you that. Still - would seem very lazy to me just to take one of the old models, make that dyeable and throw it in as reward, wether its Kasumi or Moonfire.
Long story short: Yes, to dyebale swim-wear, but if they add more stuff to Kasumi I hope its a bit more original than Bikini Number 127.
