In your case, I'd choose obviously Quality.
Why? Because if you do great mounts every 6 months, in 3 years you'll have 6 beautiful mounts.
If you do hurry mounts every 2 months, in 3 years you'll have 18 sucky mounts.

I dont even know why even make this thread when we know full and well chocobos will still be priority when it comes to mounts.
Chocobos will have armor in next patch. Yoshi already said they will be used as a companion that will fight along you and they working on breeding and other options just for choco.
So when it comes to choco you will get your quality.
Other mounts wont get the special treatment, they are just a gimmick given to players so they can have some fun and variety.

i vote for quality as well and i am fairly sure that's the way the developers want to go as well

What got confirmed by now:

Chocobo: More than a simple mount, this yellow birds will become our companions and best friends in 2.0 that can also fight by our side to defend their master. They will also be customizable with different sets of equipment (we don't know if just for esthetics or also for stats later) and maybe breed-able to get different colors and abilities.

Magitek Armor: A piece of most likely hijacked Empire technology that will be our spoils of war for an most likely very hard confrontation with the empire. This one you will have to earn thru hard work, other uses than being ride-able aren't really known yet, it may be just purely cosmetic as a war-trophy.

The Monster Mount: Purely esthetic and in speed like a chocobo, but without the deep relationship we will have to our birds later, they showed us a preview of 3 possible monster mounts as a present for our loyalty for sticking around before 2.0.
Out of the 3, Goobbue, Drake and Ahriman, Goobbue was chosen as our present and implemented.
It is not clear if they will implement the other two since they stated in the second live video that it was all supposed to be for that loyalty gift and they were trying out different things.


From this information there are only 3 mounts confirmed with a slight possibility of 2 more for now and the chocobo is obviously the true focus of the mount system in the future.
This doesn't rule out the possibility of other special mounts in the future of course but i wouldn't worry too much that we will suddenly be able to ride every mob in the game.
