It's odd that you are having connection issues on only one device, and that you are only having trouble with one data center. When you log into the EU or JP data centers, do you have any characters on them? Do you have any kind of disconnections when you do?

You can try doing a clean boot. Simply go t the task manager, click the star up tab and disable everything here. Then restart your PC. Make sure not to run anything else on the computer at the same time.

You are using a VPN when trying to connect? If so, try disabling this and connecting normally.
