While it may be obvious how they're going about selling clears, it's still only circumstantial and your idea could still be abused further. Players could simply make new service accounts for advertising purposes, and on the other hand you can't allow 3rd party chats to be admissible since you can't prove authentication of "who" that person really is.

Furthermore, we now have the world visit system releasing soon and player trading is confirmed to be allowed. So once that system is released, you can no longer be certain how a person is "paying" to buy clears because they now have access to trade gil directly across servers.
